First of all, all cameras require batteries. Just different types.
The only way you can take pictures fast is with a DSLR. Those start at about $450.
I found a forum that can help you with your question. A lot of people have already asked the question there and have been answered.

I loved my Kodak EasyShare and it took wonderful pictures until my son decided to throw a ball at me while I was taking pictures. Everyone always commented on the great pictures I took when I had that camera. We replaced it with a Panasonic DMC-TZ3. The guy at the professional camera store tried to tell me that it’s not the camera that takes a good picture but the person taking the picture. Well, he was wrong. I absolutely **** the Panasonic camera. The pictures are always blurry or out of focus. My husband is a CSI and uses a very expensive camera at work, so I let him use my camera thinking that maybe I was doing something wrong. His pics turned out just the same as mine. I would not recommend the Panasonic to anyone. I’m going back to Kodak. The only reason I switched was the idiot at the camera store told me that Kodak was getting out of the camera business! Ugh.
